No he did not. Bishop Spong was informing the idiot “Dr.” Martin of recent New Testament scholarship. Like many books of the Bible, the epistles were reworked and meshed together. There is a world of difference between the Constitution and the epistles and other books of the BIble. Firstly, several ecumenical councils took place in which men decided what books were inspired and which were spurrious. The cannon developed over a long periiod of time. And likely had an early oral tradition.
