How long has the debate over marijuana legalization/ research been going on?

I have to write a persuasive essay in my english class and my topic is whether marijuana should be legalized. One of my research questions is how long has this debate been going on? I’ve seen papers dating back to 1996. If anyone can provide a source, that would be great, thanks!

Since 1935, when they criminalized the possession and sale of it. 1996? come on have you not thought about the ’60’s at all? There was one group that mailed several hundred thousand joints to random NYC citizens with a note that said "you are now in possession of marijuana and are in violation of the law." in an attempt to show people the stupidity of the anti-marijuana laws. Legalization of marijuana has been vary prevalent since the 60’s. I would start there and work my way to the present. Also I would include how it could help lighten the countries dependance on trees for our paper supply. Hemp makes good strong paper, rope, and cloth, and it is a renewable resource. Also I would include data from the several scientific studies done on marijuana and show that practically every negative stereotype that goes along with marijuana and its consumption is basically a scare tactic at heart and has little if any scientific evidence backing it up. One day the world will wake up and realize "hey, today we should wake and bake" and the world will smile and fire it up.
